Regardless of whether or not a list is sorted, the amount of times we iterate through the list is the same as the selection sort algorithm does not know if all the elements have been sorted without checking. It will still go through itself to find the smallest element and swap it with itself. The algorithm hence takes O(N^2) comparisons, so it has an O(N) complexity.
